Other than that, it’s quite an open state in terms of allowing social gambling, state lotteries, and other forms of betting. One of the least friendly states when it comes to gambling of any kind, Vermont allows only charitable betting, state lotteries, and private social gambling. Illinois’ sports betting total wagers topped $435 million in October 2020 alone and will undoubtedly continue to rise as more operators enter the market. Indiana is a friendly state for gamblers because it has a lower tax on casino and sportsbook revenue. This opens up many more options for bonuses and for players to receive loyalty rewards or “comp points”. It’s also completely legal to bet on in-state teams, such as Notre Dame or Purdue University.

Federal legislation tends to create a broad framework of restrictions while giving states or smaller municipalities room to carve out exemptions. UIEGA created a wide prohibition on nearly all forms of online gaming, but doesn’t preclude states from legalizing the games if they so choose. The state does not have any casinos, and there is no way to bet in person.

The state lottery is also expected to launch a sports betting alternative. The state’s two majors casinos, Mohegan Sun and Foxwoods, have in-person betting, via FanDuel and DraftKings, respectively. Those sportsbooks (and others) also allow online betting throughout the state. In addition, there are seven other retail locations in Connecticut, with most operated by the state lottery. Online betting is permitted on most major outlets, including DraftKings, FanDuel, Caesars, and BetMGM.

Hawaii is one of the few states that allow no forms of gambling, online or off. They don’t even have a state lottery or make allowances for charitable gaming. Lawmakers have previously made efforts to legalize sports betting, with bills on the subject popping up in both 2020 and 2021. Georgia continues to maintain its cautious approach to gambling, with only bingo, a state lottery, and fantasy sports on offer here. Brick-and-mortar gamblers in Florida are well-served by tribal venues and racinos, but there are no legal commercial gambling entities to be found within state lines. There’s been very little in the way of recent attempts to regulate online gambling in Colorado, with an online poker bill floundering back in 2013.

The Wire Act was subsequently rewritten and re-interpreted on countless occasions in an effort to update its language to include online gambling. Officials found themselves embroiled in a battle with their own laws, though. By the end of this back-and-forth, it was ruled that the Wire Act solely applied to online sports betting, not online lotteries and other types of online gambling. A bill put forward by a senator proposed that fantasy sports, sports betting, and poker be made legal within the state, but we’re yet to see much progress being made. Sports betting and online gambling are illegal, with no legislation being pushed forward as of now.

At present, North Dakota has just a handful of Native American-owned gambling venues and a few charitable casinos operating within state lines. There have been unsubstantiated talk of introducing state-owned casinos here for several years, but they’ve never materialized. However, due to North Dakota’s small population, it actually boasts one of the highest numbers of casinos per 1,000 residents in the USA. The presence of tribal gaming and charitable gambling stands in stark contrast with the fact that the activity is, theoretically, not legal in North Dakota. Retail gambling in North Carolina is mostly occupied by a couple of tribal casinos and a bingo hall, scattered across the state. The Garden State took a progressive approach to wagering, making it legal both online and off since back in 2018.

But Full Tilt Poker found itself sinking into a much deeper quagmire due to that company’s internal controls over the use of player funds. The punishment for breaking laws designed to prevent online gambling can be harsh, with fines of up to $1,000 and 30 days of jail time being the norm. As of 2021, there are no commercial casinos in Wyoming, and there’s not currently any reason to think lawmakers plan to change this.

It seems highly unlikely that the state will change its stance on slot machines, casino games, and so on, with even fantasy sports blocked here. With virtually all forms of gambling outlawed in Georgia – punishable by fines and even prison time – there’s no legal online gambling in this state. Fantasy sports are, for now, the only exception to restrictive legislation. Delaware was quick to legalize online gambling and has had legal sports betting for quite a while too.
